Outreach Manager Access: Drug User Health Program

Function:
Under the supervision of the Associate Director, leads and coordinates opioid overdose prevention initiatives including; trainings, outreach, collaborations and other activities. Develops, implements and oversees outreach activities targeted at injection drug users to link them to needle exchange, overdose prevention and HIV, Hepatitis C and STI screening services.
Representative Duties:
  1. Develop and oversee ongoing street outreach activities aimed at providing harm reduction education to injecting drug users in surrounding catchment areas. Collate epidemiological data, stakeholder interviews, and other data sources to create a responsive and efficient outreach work plan.
  2. Supervise outreach workers and volunteers.
  3. Lead trainer on overdose prevention and naloxone distribution. Ensure compliance with funded MDPH opioid overdose protocols and participate in meetings, calls and other forums regarding these activities with funders.
  4. Conduct outreach with a wide range of substance-use treatment facilities to provide integrated HIV/HCV/STI screenings and overdose prevention trainings. Develop and coordinate a schedule to ensure trainings are occurring on a regular basis.
  5. Provide clients with easily accessible and low threshold services that operate within the harm reduction framework. This includes assisting clients with accessing support services such as primary care, drug treatment, homeless shelters and legal advocacy, as well as enrolling them in syringe exchange and OD prevention services in the NEP drop-in, during community events, and throughout AAC programs as needed.
  6. Conduct on and off-site HIV/HCV/STI counseling and testing sessions, provide referrals as necessary.
  7. Provide written and verbal harm reduction information on safer injection strategies, vein and abscess care, overdose prevention and HIV, STI and Hepatitis transmission to program participants and area providers.
  8. Facilitate support and education groups as well as consumer advisory groups as needed.
  9. Participate in daily operations including opening and closing procedures to help ensure facilities are clean, safe and welcoming.
  10. Assist Associate Director with data collection, reporting, and analysis and responding to staff professional development needs.
  11. Assist Associate Director in grant applications, management, and reporting.
  12. Assist Associate Director in overseeing drop-in activities and substituting as Health Educator as needed.
  13. Attend and participate in AAC, collaborator and funder meetings and trainings.
  14. Meet agency participatory expectations

  • Adhere to established safety policies, procedures and precautions; enforce agency’s policies and clinical procedures, including safety and crisis procedures.
  • Attend all required meetings, in-services and professional trainings
  • Maintains professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities

Job Requirements: 
  • Bachelor’s Degree.
  • Experience conducting trainings and facilitating support and educational groups.
  • Strong knowledge of harm reduction and opioid overdose prevention strategies.
  • Significant knowledge of health-related social issues faced by injection drug users.
  • Phlebotomy experience or a willingness to be trained in phlebotomy.
  • Strong organizational, interpersonal, written and verbal communication skills.
  • Proficient in Microsoft office and experience with electronic data collection.
  • Self-directed, motivated and flexible with the ability to work independently and as part of a team.
  • Ability to work some nights and weekends.
  • Valid MA Driver’s License preferred.
Physical Requirements:
  • Ability to meet the following physical requirements with or without reasonable accommodations:
  • Sit at a computer station for extended periods of time
  • Ability to keyboard for extended periods of time
