MEDIA SERVICES COORDINATOR

Estimated Hiring Range: $53,271.04 - $62,535.56 DOE

Under general supervision, this position is responsible for the operations of the digital media lab and for providing media production support to library staff and the public. This position develops and conducts advanced level technology classes for library staff and the public, maintains select social media platforms, and is responsible for all aspects of library video production to include the creation of graphic designs for select library programs and events. This position reports to a Senior Librarian. 

 

ESSENTIAL JOB FUNCTIONS Responsible for the day-to-day operations of the digital media lab. Provides instructional one-on-one sessions, general classes and workshops for library patrons of the digital media lab and custom sessions upon request. Responsible for creating and implementing staff development workshops and trainings on audiovisual and digital equipment software. Serves on the Adult and Technology Programming Committee. Oversees all aspects of the development and production of cultural, educational, and other video material content for Newport News Public Library (NNPL) including designing, coordinating, directing, shooting, and editing and delivering video segments for a variety of digital formats suitable for broadcast TV, websites and social media platforms. Develops production in accordance with current Federal Communication Commission (FCC) rules and regulation regarding public broadcast restrictions and editorial integrity. Responsible for securing the rights to intellectual property. Understands and adherences to U.S. Copyright Laws regarding “Fair Use” standards and public domain material. Utilizes industry standard hardware, software and third-party application to edit video. 

 

Collaborates with library programming and management staff on the creative process including project concept, script development, set design and storyboarding. Serves as the principal graphic artist and video producer for the NNPL; creates graphic design and marketing materials to include digital and print ads, brochures, logos, flyers, posters, and signs utilizing digital illustration tools as well as photo editing and layout software for projects. Researches and applies knowledge regarding core standards, appropriate layout and graphic guidelines for exhibits and didactic panels and related materials, as well as determining priority, method and resources to be used. Serves as a project collaborator and consultant to the Virginiana Room staff. Performs other related tasks including transferring, organizing, and maintaining a media library for Library System’s programs; managing the maintenance and repair of audiovisual equipment, ensuring Resources Department video and graphic computer software is up-to-date and functioning, staying abreast of current and emerging software and computer technologies and best practices related to the video and graphic production; transporting, setting up, and operating production equipment, including audio and lighting equipment for the field, virtual and studio shoots. Performs other duties as assigned.

REQUIRED KNOWLEDGE • Video Production – Knowledge of video and graphic production, including applicable federal, state and local regulations for intellectual property and public domain materials. Comprehensive knowledge of advanced methods, concepts, practices and principles related to video production and graphic design, broadcast equipment; FCC quality standards; modern videography including High Definition (HD) cameras, and digital editing software. • Graphic Design – Knowledge of the methods, concepts, practices, and principles related to graphic design, art, illustration, photography, and layout for reproduction. Knowledge of advanced software programs for developing a variety of materials and publications. • Library Administration - Knowledge of principles, methods, and practice of library science. Knowledge of library related database systems and databases. • Customer Service - Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of patron satisfaction. 

 

REQUIRED SKILLS • Computer Skills – Utilizes a computer with word processing, spreadsheet, database, graphic design, desk top publishing, photo editing programs and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy. Judgment/Decision Making — Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving matters. Considers the relative costs and benefits of potential actions to choose the most appropriate one. • Interpersonal Relationships – Develops and maintains cooperative and courteous relationships with employees, managers, and representatives from other departments and organizations. Effectively responds to and resolves inquiries and disputes. 

 

REQUIRED ABILITIES • Time Management — Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. • Communication – Ability to communicate ideas and proposals effectively, including the preparation of reports and logs. Ability to listen and understand directions, information and ideas presented verbally and in writing. Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner. • Accounting/Budgeting - Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of data. 

 

EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Graphic Design, Fine Arts, Communications, Marketing, Media, or a related field and 2-4 years of experience in graphic design, or an equivalent combination of education and experience. 

 

ADDITIONAL REQUIREMENTS An acceptable general background check to include a local and state criminal history check and an acceptable sex offender registry check. Some positions may require Workforce Development Shared Network Access Points (SNAP) Certification. 

 

PHYSICAL REQUIREMENTS • Requires the ability to exert light physical effort in sedentary to light work. • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). • Tasks may involve extended periods of time at keyboard or workstation. 

SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions.
